If you go to this site - http://www.dohenystatebeach.org - then go down to the bottom, you can find all sorts of information on having picnics at Doheny, and what the requirements are - including having alcohol. There is a fee required - and the amount depends on which picnic area you use.
In picnic areas A and B, they're big enough for 100-500 people; and do have a fire ring. They close at 10pm, which seems to be the norm anymore on any of the area beaches - not like when we were growing up. They also have a particular company that they use exclusively (BBQ Express), and that information is also on this website.
Looked up Bolsa Chica State Beach, and they have stricter requirements - including a monitor (who has to come in on their day off, dress in uniform and use an official car) who has to be there 30 minutes before and after the event.
